EMC 2025: Regions Demand EU Policy Say in MFF 2028-2034

The 98th session of the European Ministerial Conference (EMC) took place in Baden-Baden on September 24 and 25, 2025. Key topics included the EU's Multiannual Financial Framework (MFF) for 2028-2034, regional involvement, and Europe's competitiveness in research and innovation. The conference was chaired by Baden-Württemberg, with significant contributions from Hesse and Lower Saxony.

Hesse's State Secretary Karin Müller stressed the importance of regional involvement in the MFF negotiations. Despite the lack of specific information on the roles of German federal states in these talks, Müller's emphasis highlights the significance of regional input.

The EMC discussed various aspects of Europe's future, including competitiveness in research and innovation. They agreed on the importance of joint EU-level funding to maintain global competitiveness. The conference also welcomed the decision to continue Interreg programmes after 2027, emphasizing the need for close regional involvement in shaping them.

Lower Saxony's European Minister Melanie Walter praised the EMC as an important partner for a strong and reliable Europe. European State Secretary Florian Haßler echoed this, highlighting the importance of the MFF 2028-2034 for EU funding policy and the involvement of German states in its phases.

The EMC discussed Europe's relations with Switzerland, welcoming the agreement between Switzerland and the EU on a new contractual basis. They also reviewed the current status of MFF negotiations with Gunther Krichbaum, State Minister for Europe in the Foreign Office, and adopted a resolution outlining the central demands of the states.

The 98th EMC session in Baden-Baden underscored the importance of regional involvement in EU policy, particularly in the Multiannual Financial Framework for 2028-2034. With Baden-Württemberg at the helm, the conference addressed key topics such as competitiveness, innovation, and administrative burden reduction. The EMC's resolution, reflecting the states' central demands, will guide EU policy in the coming years.
