The United Arab Emirates (UAE) is set to make a significant change in its tourism and entertainment industry, with the legalization of commercial casino gaming. This shift comes as the country establishes a new regulatory authority, the General Commercial Gaming Regulatory Authority (GCGRA), and grants its first gaming license to Wynn Resorts.

The UAE, a Muslim-majority country known for its strict rules, has been relaxing some of its regulations in recent years. This move towards casino gaming is another step in this direction. Jim Murren, the former CEO of MGM Resorts International, has been appointed as the chairman of the GCGRA, while Kevin Mullally, with over 30 years of experience in the gambling industry, has been appointed as the CEO.

The first major casino resort, Wynn Al Marjan Island, is expected to open its doors in early 2027 in Ras Al Khaimah, Al Marjan Island. Wynn Resorts secured the first gaming license in the UAE in 2024, marking the country's initial legal casino operation. The company is expected to hold a temporary monopoly on casino gaming for the initial years, as the authorities have indicated no plans to issue immediate additional casino licenses after Wynn’s.

The GCGRA aims to create a socially responsible and well-regulated gaming environment. The regulations require operators to be licensed, with player self-exclusion options and severe penalties for unauthorized gaming activities. Local citizens are banned from gambling due to cultural and legal taboos. The GCGRA will also oversee the introduction of a national lottery and commercial gambling in the UAE.

Experts believe that the introduction of casinos could further boost tourism in the UAE, potentially creating a tourism boom. In 2022, the country saw an increase in tourist visits, with over 14 million people visiting according to Germany Trade & Invest. The Corona pandemic has had an impact on the tourism sector in the UAE, but the legalization of casino gaming could help revive it.

The establishment of the GCGRA and the upcoming opening of Wynn Al Marjan Island mark a historic shift for the UAE, as it diversifies its tourism and entertainment offerings with carefully structured regulations. This move is expected to attract more tourists and contribute to the country's economic growth.
